Background & Rationale:
Annually, the District is allowed representation on the Jackson County Board of Equalization to hear appeals and equalize the valuation and assessment of all property which lies within the boundaries of the Raytown School District. Statute 138.011 prohibits any municipal official, member of a school board, or an employee of a school district from serving on a county Board of Equalization in counties with a charter form of government. The representative must have some level of experience as determined by the governing authority of the county as a real estate broker, real estate appraiser, home builder, property developer, lending officer, or investor in real estate before their appointment to the board. Four dockets a day are scheduled and depending on when Raytown's jurisdiction is scheduled, the representative might meet once a week or three times a week starting after mid July and extensively through August. Hearings may be held in Independence or Kansas City, Missouri. The County pays participants $150/day, and the District reimburses for mileage and parking costs. I am recommending that Robert Chambers serve as the District's representative from July 1, 2024-June 30, 2025.
